The following - department store credit issue by Walmart and JC Penny do not apply monthly payments to the highest interest bearing transactions. I have promotional rate transactions for both cards that are differed interest and each month they try and pay down my differed interest. I have to call them every month and request my payment only be applied to my interest bearing transactions.
