Unable to get credit report/credit score Problem getting report or credit score New York

I do not have social security number, and I tried to get my credit report ( both annual free credit report or paid credit report ), however, I only got my credit report from -. However, - and Equifax refused to provide me my credit report, for the reason that I am not US citizen and I do not have social security number as an - ( not entitled to a social security number unless have an employment authorized by - ).
