PayPal Holdings, Inc. Credit card department,

I received an email from PayPal about a settlement for Case -. They said I would be credited with $30.00 plus an additional $1.00 to cover a fee if I request a check. They did not deposit the $1.00 and are charging me for the check and giving me a refund of only $29.00. I realize this is a very small amount but with - customers, PayPal is cheating us again. I tried to call them bu I just get put on hold. They do not provide an option for electronic contact.
