Balance transfer fee California

Citibank billed me for a balance transfer check in the amount of $920.00. I never wrote this check, so I called them to complain about this fraudulent and they sent me a new card and said they would reverse the charge. The next statement shows a balance transfer fee for $36.00 - this is 4 % of the balance transfer they said they would reverse. Why is Citi charging me a fee for a charge that I never made? Upon contacting their online representative, I was told I need to get on the phone with their call center for a third time. please have them do the right thing without havign to talk to a person every few days.
