I made purchases using my Paypal credit product. One of the items purchased was defective and returned to the vendor. A refund of that item was never credited to the account. Upon request to file a charge back and get the appropriate credit, Paypal refused to allow me to file the charge back and initiate an investigation. I offered to them as evidence the Email the vendor sent regarding his reciept of the return and he even stated he " issued a refund and to please advise him if I see it now ''. I emailed the vendor back that I had not received the refund but have seen or heard nothing from the merchant. I therefore decided to file the charge back but Paypal refused to allow me to do so
