Credit line increase/decrease California

PayPal signed me up for a $5000.00 credit line as I was simply trying to check out and pay directly. I attempted to call and have the credit card reversed and pay with my existing credit card from another bank. PayPal mentioned I could payoff the line and close it, then file a complaint, but they could not remove the opening and closing of my line off of my credit report. Now, this is listed and causes a downgrade on my credit reporting score. The fields I out to close and pay for services are deceptively placed so by the timeline pays for a service, they do n't realize they have just signed up for a credit card.
