Unsolicited issuance of credit card Texas

Numerous credit cards were fraudulently opened in my name due to identity theft. I filed all necessary paperwork / affidavits / police report. Target said they did n't receive my paperwork. I resent and was told they would contact me when they received it. They forgot to contact me. They also forgot to process the paperwork. They have not forgotten to send me fraudulent bills for over $3000.00. They will not provide me with information on how to file a complaint.
