PayPal Consumer Loan department,

A PayPal credit account was opened in my name ( tied to my existing PayPal account ) without my knowledge. I have not used the account and have been charged an annual fee with now late fees added. Attempts to close the account have been met exclusively with responses attempting to collect said fees.
