I sold an item on eBay for $1600.00 and the buyer paid with PayPal and the funds were deposited into my PayPal account. The buyer personally picked the item up and took it home. On - -, the buyer then filed a claim with eBay and the $1600.00 was taken out of my PayPal deposit account without my consent. I contacted eBay and they ruled in my favor and advised me the PayPal funds were returned. The funds were returned because the buyer made complaint about the item when picking it up and he made no effort to return the item. On - - the buyer filed a dispute with PayPal ( even though eBay had already ruled on this matter ) and PayPal again took the funds out of my account. PayPal did not notify me this was being done via email, phone or letter. I was not aware of this issue until -/-/15 when I logged into my PayPal account and saw the transaction and my account in the negative. There was a note from PayPal on my account demanded I fund the negative with my other bank account or credit card. I contacted PayPal and they claimed they tried to email me - times before ruling in the buyer 's favor. I show no record of any contact attempt, although I had received other email from PayPal. They told me it was my fault for not logging into the PayPal system and checking on my account. I appealed the decision and they rejected my appeal. The buyer has now received a refund and has the $1700.00 item and my account is running a negative balance even though I was told the dispute was settled in my favor and all funds were returned to my account on - -.
