Non-federal student loan Dealing with my lender or servicer California

In -/-/- I went to a - school at the school, they told me these were PELL grants they were not to be paid back. I was on county assistance at the time my case worker also had to check this paper work because she wanted to make sure i wasnt receiving extra money besides what the state was giving me monthly ... she also told me they would not have to be paid back by me they were federal pell grants given to low income partcipants. in -/-/- I rented an apartment and this student loan was a negative mark on my - print out the apartment managers is the one who told me i needed to call these people and find out what this loan was for ... I didnt know anything except that i didnt believe i owed it but in order to get it off my - I needed to make tHese payments and they would put it in a current status and it would no longer show up so i did, until i kept paying on it and instead of it going down it kept going up .. this whole thing makes no sense mainly because no one can come up with the MASTER PROMISSORY NOTE for the original loan so reallywho do i owe and what do i owe and above all else wheres all the money i ve paid with no proof i even owed this in the first place.
