From what I understand, they gather people 's personal information, create a debit account in their name, and send them a debit card in the mail. I found that Skylight tacks on an additional 15 % of blocked fees when the car rental agency places a hold for the rental. - states very clearly how much they are holding, but skylight adds 15 % and states its a federal law they must abide.
