Capital One Bank account or service department,

The bank closed my accounts and charged numerous fees after a bank representative suggested a new account type upon one bank buying another. I was lied to about the minimum balance requirements ( my accounts with the previous bank did not have fees associated with basic banking services ). I recently tried to open a new account at a credit union and was informed I could not because of these outstanding balances.
