Non-federal student loan Dealing with my lender or servicer Having problems with customer service New Mexico

In 2009 my stepson, - -, was attending - - - - in - Oregon. The school shut down before my son graduated. The owners of the school were siphoning money from the student loans into there Construction Business and ended up in criminal court. My son never finished the program is was left in debt to - - for $28000.00. with nothing to show for the investment. I would like to consolidate the private student loans at 8.5 % and 10 % with - - and get a more favorable interest rate ... .but no one will touch the loans because my son never graduated. Is there anyone in the banking industry that will consolidate private student loans ( - )?
