Collection Technology Incorporated Debt collection communication tactics frequent or repeated calls June 16, 2015 - CTI is using unethical practices in collection for the US Dept of Edcuation. I have sent several rehab payment agreements for my student loan. Every other three or four months I 'm being called to state that they never got my paperwork and that I put myself on a payment program when I have faxed several times over all the requested information from this office.
