Non-federal student loan Can't repay my loan Can't decrease my monthly payments California

My current private loan payment is too high ( around $310.00 per month. Some loans as high as 11 % interest rate! ) and they will not let me go into a reduced rate repayment program because I have a co-signer who refuses to cooperate. Instead I have to attempt to make this payment that I can not make and they will not accept a smaller monthly payment.
