APR or interest rate South Carolina

on my credit card statement it has your NEW BALANCE with interest & any new purchases. I paid the whole thing off, $23000.00 .A few days later I got another statement saying I owed more interest. I called Chase & they told me I owed more? I filed a complaint with the - & - Office. Chase called me & sent my card holders agreement. I read this & no place on it does it have if you pay the New Balance off in full
