- bank in Michigan refuses to cash a check drawn off their bank to a non customer unless the customer opens an account called -. I have proper state issued drivers licenses and - other forms of acceptable governmental ID. I do n't bank with them nor do i ever plan to but they should be required to honor checks written from their customers to others. I was told it was a federal regulation that required me to open this - account. When I asked what federal regulation stated that " i am in banking and know every regulation like the - '' I was told well we dont know but its a federal regulation and you MUST open this account.
