I completed an " Application and Promissory Note '' for a Consolidation Loan from - - - -, because I was led to believe by a Collector that I might benefit from the program. When I received the Disclosure Statement, some five months later, it was clear that the higher interest rate and capitalization of the penalties was not to my benefit.
