Non-federal student loan Can't repay my loan Can't decrease my monthly payments California

I have made every single payment on time. I have tried to get them to lower the interest rate ( it 's at 9.75 % ),. The last time I called them, they said there was nothing they could do, they could not refinance my loan, even though I 've paid every singe payment on time for the last 4 years. The gentleman I spoke to said the only way I could get the nterest rate lowered was to " be late on a payment, and then COLLECTIONS will call you, then you can negotiate with them about refinancing ''. Why do I have to go to collections before I can be considered for refinancing? I have a - credit score, there is NO REASON for my interest rate to remain 9.75 %. It will take me - more years to pay off my loan at that rate. Absolutely absurd.
