Closing/Cancelling account Wisconsin

Applied for credit in - -. Never received card. - -, received bill for annual fee of $59.00. Called company, told them I did n't have their card. Asked them to remove the fee and close the account I did n't have with them. - -, receive another bill with another fee saying I 'm overdue. I want them to leave me alone and not mess with my credit rating.
