Billing disputes Florida

On -/-/16, I had a problem with my car stalling out on the highway. It was towed to - of - -. The diagnosis was that both my left side and right side fuel pumps were malfunctioning. They were able to repair the left side, but found the right side pump to be on national back order. The car, upon leaving their shop, was operational, but when starting it, had a delay due to the right side fuel pump having to be doctored by them to function somewhat. I paid $1200.00 for their labor and parts. On -/-/16, I decided to have a second opinion on it with a repair shop much closer to my home and took it to - - automotive of -, Florida. When I brought it in, I specifically told them about my previous situation and that the right side fuel pump was on national back order ( by the way, I also had this information verified by a - - center in - - ). When you review the invoice for -, it clearly affirms what I told them ... .that the fuel pump was on national back order. a couple of days later, I

the invoice more carefully and found that they had replaced the very same left side fuel pump that the original mechanic had already done! As such, duplicate work was done. I tried to work with - and all I was told that was, basically, I would have to bring the car back in and pay more labor. I would like to point out that I did not dispute the entire amount of the invoice ( $1000.00 ), but only for the duplicate part and some of the labor as I felt they were warranted to be paid something for their time and effort, so I disputed $820.00. I disputed this amount with my credit card through Wells Fargo. I turned in this dispute in - of 2016 and it was not filed by them until -/-/2016. The repair outlet had 60 days to respond and, per the guidelines of Wells Fargo in disputes, I was to receive any response from this company ... .I did not. I had to request the answer from Wells Fargo last week and I got it three days ago via mail. My dispute was not accepted due to the fact that they felt that the repair center did work on the car ... .even though it was duplicate work already done by the first repair company. I do not understand how anyone could agree that duplicate work and getting the same part that was replaced before is acceptable. - - - certainly did not order the right side fuel pump and simply replaced the same - that had been replaced a few weeks earlier. the owner of the - - did want me to bring the car back in, but pay for even more labor to rectify their mistake.
