Other (i.e. phone, health club, etc.) Cont'd attempts collect debt not owed Debt was paid Montana

Debt was owed to collection company for various court fines for traffic violations. The debt was paid in full through cashiers checks issued from bank all on same day. Collection agency is claiming balance owed for collection fees that were posted to the account the day all balances were paid. Never received a bill for collection fees before paying all balances in full. Still have n't received a bill for the collection fees after paying balances in full. This issue is now hindering my ability to obtain a valid drivers license.
