Payroll card Unauthorized transactions/trans. issues California

I used my prepaid card to make a hotel reservation. The hotel merchant did not process the card for any amount. I did not have a balance owed to the merchant when checking out. The prepaid card provider has been contacted by myself, the hotel merchant, and provided supporting documentation. The prepaid card provider refuses to release MY money from pending transaction status. The representative from the prepaid card provider promised my funds would be released. Instead they continue to hold my funds and refuse to release my money.
