Unable to get credit report/credit score Problem getting my free annual report Florida

I have submitted a complaint with the annualcreditreport.com website but have not heard back. I have on several occasions since -/-/- attempted to get my credit reports from that website but every time each of these sites say that they are " unable to provide my credit report, and to submit requests by mail '' with multiple different documentation at my own expense. I have not been able to get my credit report from Experian or - in over 3yrs and have not seen my - in over a yr. How can I know if my identy has been stolen if these companies prevent me from checking my information, and how can it be a " free report '' if I have to spend money to copy/print and mail additional information at my own expense?
