Unable to get credit report/credit score Problem getting my free annual report California

I requested my credit report from Experian on -/-/2016. I was refused a copy of my annual credit report. Experian mailed me a rejection letter stating I was sent a copy of my credit report in the last 12 months. I never requested a copy of my credit report in the last 12 months and never received any sort of copy of my credit report from Experian in the last 12 months. I need a copy of my credit report as I have been denied a refinance on my home. I applied for a mortgage with - and - - - and was denied because of my credit report.
