Credit reporting company's investigation Investigation took too long California

I have reached out a number of times to Transuion, sent all supporting documents required. Drivers License, California I.D and a Bill to support the claims for the disputs, so why are they requesting me to send in these documents. I 've done so everytime, and why are they requesting 60 days when they have by law - 45 days to complete an investigation?
