Checking account Using a debit or ATM card California

The whole Chase system was down on -/-/2016. I could not get my money at any Chase ATM. I was forced to use another bank 's ATM to get my money. Now chase said they will not refund the charges from the other banks I was forced to use because those - could n't keep their systems up.
