General purpose card Unauthorized transactions/trans. issues Tennessee

On - - 2016 I made a purchase from lowes via there website.There was an issue with that purchase that led me to file a dipute. - corporate agreed to that dispute and authorized the release of those funds back to me.However my debit card company is holding those funds and will not release back to me.
