PayPal Holdings, Inc. Credit card department,

Unsolicited issuance of credit card Virginia

I received a bill, in the mail, from PayPal Credit for $1900.00. I attempted to contact PayPal, with whom I have an account, directly but they never answered my call. I submitted a copy of the fraudulent bill but have not gotten a response. I called the company, Pay Pall Credit 's number listed on the bill and they wanted personal information to file a fraud complaint. I do n't know what to do. I never opened an account with Paypalcredit.com. What do I do?
