Non-federal student loan Can't repay my loan Can't decrease my monthly payments California

I tried contacting Navient to lower my monthly payment for my private student loans. They told me that while they do offer income based repayment options, only - out of my - loans was eligible for this incentive. They told me that my other - loans were not eligible as they were not dispersed before a certain date. I called on - separate occasions. The first time I called they informed me that they could lower my student loan payment from $410.00 a month to $280.00. Then they they told me that they could only get it down to $360.00. I had to end the call because my lunch break was over. I called a second time and they suggested that I should refinance my private loan and upon further questioning they decided that they were not able to lower my monthly payment at all. I just want to lower my monthly payment as I have just exited my grace period and I am still getting used to life outside of school. I need a helpful solution.
