Paypal sends out - - offers a few times a year whereby if a customer spends a certain amount of money during - transaction within a stated timeframe, the customer will earn a statement credit on their future statement. In 2014, I activated and completed - offers during the end of the year - - & - -. I waited for my future statement to see if my statement credit posted to my account and found no statement credit given to me. I contacted Paypal customer service to inquire about my statement credits due me, during the end of the year. The customer service representative I spoke with was an outsourced employee in another country that spoke -, but had no understanding of the - - vernacular and kept making the wrong understanding of what I was trying to explain to her. She kept thinking I was complaining about a charge on my account, even though I was telling her I an missing the statement credit promised to me for completing a purchase offer. I became frustrated and hung up. Then I sent and email, with the hope that an American would read it and understand my concerns. Instead, I
