Non-federal student loan Can't repay my loan California

I am unable to pay the full payment amount which is $ -+ per a month for my student loan. I called Loan Science to set up a reduced payment plan. They are only able to offer me a reduced payment plan of $360.00. I advised that I am unable to pay that amount. I am only able to afford to pay $200.00 per a month. They told me that there is nothing that they can offer me right now. But, to check back with them at a later date to see if they have any new programs. I told them that I was trying to set up the $200.00 payment plan before I received a late payment on my credit report or before the loan went into default. They then told me that once my payment becomes more delinquent they will have other programs that they possibly can offer me for a reduced payment plan. But, why ca n't they just set it up now - why do I have to wait until I have a late payment on my credit report or my account is in severe delinquent status before they will adjust my payment amount. They 've done it before, but only after they dinged me on my credit report for - days late - why do I have to have my credit destroyed before they 're willing to reduce my payment when they could set it up now and I could avoid dings on my credit. That seems wrong to me.
