I have a non-tax, non-student loan debt through the U.S. State Department which was being collected by the U.S. Department of Treasury in which I had payment arrangements. Due to a change in their accounts receivable system in - I became lost in their system. My payments went uncashed, I stopped receiving statements and when I called, they could no longer locate my information. Apparently sometime in - they turned me over to a collection agency, Pioneer Credit Recovery and provided an incorrect address to that agency. I received no written communication what so ever. In - of -, this collection agency ; using US Department of Treasury letterhead and documents, obtained a wage garnishment. I was provided no written, or oral communication about the garnishment and provided no opportunity to appeal the garnishment. When I attempt to reach the the US Department of Treasury I am told they no longer service my account and that I must contact Pioneer Credit Recovery ; however, Pioneer used US Department of Treasury letterhead, with their emblem as if the garnishment came directly from the US Department of Treasury but the payments are being sent to Pioneer Credit Recovery. In addition, non-tax Federal debt maximum for garnishment is 15 % but they are collecting 25 %. The US Department of Treasury refuse to verify or confirm that they put the garnishment in place and keep referring me to Pioneer Credit who will not answer my emails or return my phone calls. I feel that Pioneer falsely represented the wage garnishment as coming directly from the US Department of Treasury to avoid obtaining a court order and falsely prepared and submitted documents as coming from the Government but rather came from their collection agency. In addition, another collection agency, - - is attempting to collect the same debt.
