Unsolicited issuance of credit card California

Closed my Wells Fargo Credit card in - they still ran a credit history which gave a hard hit on my credit score. I was issued a new credit card based on this hit in end of - without my concern and knowledge. When I tried to call them and ask why am I receiving this card now since I canceled my Credit card in - they just replied me that we will cancel it and do n't worry about the card just throw it away. Before I ask any other further question about my credit score the customer service agent just dropped the call. Please help me close the account and dispute the hard hit on my account.
