Unable to get credit report/credit score Problem getting my free annual report Texas

I submitted a form requesting from all - major credit bureaus a copy of my free annual credit report. I received a response from Experian telling me that I have already received my free annual credit report. They are trying to count a free credit report as one in which you are decline for credit and request it as the annual free credit report.
