Checking account Problems caused by my funds being low Arizona

To Whom It May Concern, I - - a - veteran banked with Well Fargo up to 2 months ago. I withdrew because Well Fargo was taking my Educational Money from the VA Educational fund allotted to me for me to continue my education in College. The VA Education department has been sending me letters for the last 3 years that they have overpaid me when I have never been paid a dime. Now, the VA Educational department is threatening me by re-cooping my military - checks to repay a debt I have never received any money for. I need your help in tracking this dilemma.
