Capital One Prepaid Card Complaint

Capital One Prepaid card department,

General purpose card Managing, opening, or closing account Tennessee

I 'm supposed to receive - visa cards of $12.00 each as a mail-in rebate for my purchase at Kohl 's during thanks giving last year. However I received only - and i have been following up with Kohl 's customer support multiple times ( in -/-/-, -/-/-, -/-/- and -/-/- ). Every time I call them, I 'm told that the - card has been dispatched again and I will have to wait for another 20days to receive it, which I never received. They dont give me a choice to speak to someone senior in the department to resolve this issue. I have screen shots of all chat conversations with the support
