Checking account Problems caused by my funds being low California

Chase has been charging me $34.00 nsf for every transaction i dont have funds for, even when i dont have overdraft protection, and on top of that, the transaction get returned and they charge me another $34.00. so they made $68.00 total per transaction from me for doing nothing for me. they just started doing this this year. before when the transaction is returned, they refund the nsf $34.00 but now instead, they charge another $34.00. Doesnt make sense to just start changing the agreement and rules. the fees has accumulated over couple of hundreds already and i dont have the money to pay their fees for what shouldnt even have been there since the transactions never went through. when i complain to the, they just said its because i dont have the funds. Ridiculous. Help me out!!
