Title loan Charged fees or interest I didn't expect California

I paid the title loan off in full per the claim from Wilshire Consumer Credit - -, 2016 and now rude and very unprofessional argumentative customer service stating I must pay additional $690.00 to pay in full and get the title back for my truck, I have made several attempts to contact the supervisor however she never returns my call or respond to my letters. I paid the loan back in full $6200.00 and just want my title free and clear.
