FHA mortgage Loan modification,collection,foreclosure North Carolina

After finding my self 3 months behind on my payments I got in touch with my mortgage co. to rectify the situation and was told not to make payments and to apply for a loan modification. Following this option/answer has now put me almost five years in arrears without ever having an option to the denials afforded to me by the mortgage co. All I got was foreclosure and bankruptcy and now arrears that are beyond my financial capabilities. After filling out about - loan modification packages all Citi mortgage can do is ask me to fill out another application package which will be denied again for the same reason again. Where is the other options to this situation that was caused by Cit Mortgage after I was only 3 months behind.
