PayPal Holdings, Inc. Prepaid card department,

Paypal credit opened a account in my name. I did not tell them to open the account. They told a company called - sent them a bill and Paypal sent bill to me. Paypal is refusing to give info I need for police report. They keep sending me to other people. They will not take a fax from me with info they asked for. They will not take my info over the phone.
