Capital One Credit Card Complaint

I have had many credit cards and I have never experienced this. Capitol One has been charging me an " over the limit fee '' every month, despite the fact that I pay at least the minimum payment ( $75.00 ) and do n't use the card! They have designed their system so my account will never be paid. Every time I tell them it is illegal, they reverse the charge, but then they turn around and do it again! It is essentially a pay day loan pretending to be a credit card.
