Checking account Problems caused by my funds being low New Jersey

chase charged me $34.00 NSF fees for a $10.00 charge. i do not recall signing an agreement which states such. - were supposed to use another card I had until I could figure out if the charges were valid. the debit card should have been suspended when I called in -/-/-. the customer service rep in - may not have understood what i was saying.
