Installment loan Problems when you are unable to pay Michigan

I was not working when receiving a judgement from a credit agency, Weber & Olcese. They then sent a bank garnishment then failed to send the letter until I called and requested it. The balance was -. They are now charging me - I offered them -, they will only take - or will go after my bank and or wages. They wo n't let me pay small amounts or have a smaller settlement. Very rude, harsh, harassing and hard to deal with.
