After 30 days, Capital One credit card had not been credited for returned item. Complainant opened a dispute with credit card issuer Capital One. On -/-/-, Capital One denied the dispute chargeback because purchase involved -, in violation of the United States Fair Credit Billing Act, 15 USC 1601 Section 170.
