On - -, - at approximately - EST, I received a call from Phoenix Financial Services . The caller asked to speak with someone ( I assumed it was me but he butchered my name ) and immediately disclosed my date of birth. The conversation went something like : Debt collector : Hello, is this - -? Me : Yes, I 'm sorry who is this? Debt collector : This is Phoenix Financial Services attempting to collect a debt, is your date of birth - -, -?


Of course, I hung up because I refuse to be insulted and yelled at by a debt collector. As far as I know, under HIPAA policies, identifiable information such as date of birth should not be so lackadaisically offered over the phone. HIPAA is relevant in this situation because he was attempting to collect a medical bill. Other issues that I had with this call is : 1. This debt was paid in full back in -. I was taken to the emergency room after an assault - due to the nature of my injury I was referred to a local program that took care of my entire medical bill. 2. The debt collector did not allow me the opportunity to validate the debt. The moment I started talking he starting yelling. He claimed 'he was doing me a favor ' and that 'I should be grateful '. 3. Prior to this call, I have did not receive any notices or other calls pertaining to this debt. In fact no one has contacted me about this account since I left the hospital ( which was about 2 years ago ) * replaced with random information
