Medical Disclosure verification of debt Right to dispute notice not received New Jersey

I was not aware of debt until I checked my credit report and saw - notices from BYL Collections on my - report. I then filed a complaint with Consumer Protection and the - After much back and forth with BYL through the -, it was discovered that BYL had sent notices to an incorrect address and never sent me any notice of any debt and therefore made no attempt to ( 1 ) collect a debt and ( 2 ) no due diligence to ascertain my correct address prior to contacting - BYL therefore stated that they would remove the information from my credit report. However, I have disputed the information with - and each time BYL verifies the debt to them and denies removal of the debt. I have a statement, in writing, through the - of greater Washington from BYL stating that the derogatory marks would be removed once payment was received. Payment was sent by the company making payment on the account at the end of -. BYL needs to find out if payment was made to the original creditor. So, besides the fact that they never gave me notice of any debt that was owed ( neither did the original creditor ), they also have reneged on their agreement to remove the information from my credit report.
