I.C. System, Inc. Debt collection department,

- - agreed to install cable internet service at my residence. They came to the residence, put up wires, but the service was never functional. I informed them of this fact, they told me the only thing I could do was pay the outstanding bill for a month of service and then they could come out for a service call. They have since sent my account to debt collection. This does not seam fair as I never had working service from them, nor did I agree to pay them for service that they attempted to install before it was working. There is no written agreement between - and myself so I am at a loss to explain why they are sending my account to collections or even how it is possible to send an account to collections based off of the non-contractual relationship we have.
