I applied for a card from paypal prepaid - ( issued by - ) and was indeed issued a card. However, when I went to activate the card online, I was informed there was a problem with my account and directed to call customer svc. The woman on the phone told me that I was not eligible for an account with them and when I asked for a reason I was told we can not give a reason ''. I asked whom I could contact for a reason but was told that no reason can be given and I can not contact anyone who can tell me why I was declined.
