Citibank Credit Card Complaint

Citibank Credit card department,

Closing/Cancelling account Massachusetts

I have tried to cancel my Macy 's Card on several occasions. They continue add $2.00 fees and say the account is open. The balance is $4.00. I would pay the $4.00 but they have shown in the past that they wo n't close the account. This seems very dishonest. Can you help get the account closed and not affect my credit?
